Many of the inmates do not have harmful magic any more; it was taken from them. If an inmate possesses great strength or the ability to do harm, it has been stripped from them. There are some inmates who have been given magic back - the wizard Mozenrath is one, and I am another. There are others - a green woman who can fight, a woman who can make lightning appear from her hands, vampires who can fly and feed. Persephone has some magic, but it is to manipulate plants.
There are other inmates who don't have magic but are intelligent. They are also powerful in their own way.
